So I came across a lot of Web 2.0 sites that are foreign, ex:mihanblog.com. If I create a blog on that site and make it all in English and then link to my money site, will Google think that the backlink is at all foreign or would it be the same as if I linked from wix.com?

I would not IMO. Churn and Burn, sure. Not money site that you care about though.

If you want use them as Tier 2 links...And power them up with GSA or something to make it worth while...

Hmm, now I want to use some foreign backlinks because I want to let google know it's okay to show my website to foreigners searching my keyword I just don't want 50% of them to be foreign. I guess I'm just wondering if Google ranks where a website is from based off of language, TLD country origin, or host origin. I would imagine you're thinking is right and that it checks host ip location that way it can show England sites to people in England and US sites to people in the states.

Now another question would be, if the site is hosted in the US, but in Spanish, and I make a subdomain (example.hostia.com) how Google would look at it.
