I have 2 people on my staff that I want to dedicate to getting backlinks.
Their only skills are English, and medium knowledge of the niche I operate in.

I prefer to use real people than bots and tools to get backlinks.
but I am not adverse to some use of automation tools

So my question is if you happened to have 2 people working for you.

What would you ask them to do each day to get the best backlinks in a medium
    competition niche?

What would be realistic goals to set for them?

Any input and opinions would be greatly appreciated!

I would suggest you ask them to do guest posting on other ppl blogs with content hooking strategy.

I had one of them spend a week on MyBlogGuest trying to find places to guest post and it was a deadend I think he got one link on a crappy site. Where do you find places to guest post? and what is a content hooking strategy?

One to write loads of content, one to make quality web 2.0 buffer sites / do manual blog posting, use the rest of articles for automation tools.

One employee to design my artwork, the other to create schedules and strategies for my personal and business lives. With that being said, I really hardly doubt that I will ever find anyone worth paying for either of those tasks.

One to do outreach to bloggers for guest posting 3 days per week, the other to write the articles, since guest posting opps dont come that often (on good blogs) have the writer write for web 2.0's until someone accepts the guest post offer. The person also doing outreach can dedicate 1 day per week getting blog comments on low obl sites, non spammy of course and another day setting up accounts on forums related to your niche, so he/she doesnt get bored.

getwatchuwant and hinkys both mentioned web 2.0

That is really a broad term these days. Which web 2.0 sites are definitely worth the time?
