I wouldn't recommend buying backlinks anymore. I would only recommend you do HARO at most and focus on the content, with pure personalized outreaches. PLus the new update might just make it harder for the bought backlinks to bring value.

Relevance would be mattered! The unnatural backlinks can have the opposite effect.
I would stay away from it :)
