When you create a new site, uploaded enough content(for now), on site seo optimized and pinged ready to go, what is the very VERY first thing you do regarding backlinking? There's blogs, forums, social bookmarking, social networking etc..But where do you start off to generate some momentum?

I would try to find blogs related to your niche. Leave comments and diversify the anchor texts. That's if you want to start off with backlinking right away.
I personally would create web 2.0 properties and generate content within those to give your site some juice.

since because the site is new slowly start building links to it its better to start with some manual web2.0's and social bookmarks...

I would do the reverse. Build your web2s first and then built your money site. Buy some social bookmarks to your web2s and use them to link to money site when it's online for a few days. This way you get aged linkjuice with a bit more authority and actual traffic. Then add new web2s and a couple of link partners, forum posts and comments.

work on web 2.0 submissions with unique content plus embed a video related to your niche and you'll soon see your site's SERP's movement.
You can try adding .edu & .gov links as well as backlink profiles to your web 2.0 URL as 2nd link tier. This worked well for my site, just a few of my suggestions
