Backlink from non PR article at high PR domain?

Hello everyone,
I am just starting to do SEO, basically I am noob at it.
At the time I had just one question, hope you guys will help me.
I am trying to build backlinks by comment on postings.

So my question is, is it worth to get back links from a non PR post on high PR blog/site?
There are also blogs where you can do-follow comment, however they are rare and usually spammed to death unless it's a moderated blog.
What people are trying to tell you, forget about blog commenting :)

Try to get contextual links (link from article). It seems you are tight on budget so I will say Web 2.0 are your best bet. But they worth nothing unless you empower them with other links

In Short: You need to READ A LOT and LEARN A LOT

Yeah, that's for sure. I am not going to spam. Getting high PR blogs in my niche is not a matter. All, I just want to know, are they worth even if from a non PR post, but on high PR blogs/sites?
