I bet there are subreddits who would actually offer it for sale. But that specific comment you mentioned I don’t think it’s an actual promotion cause no one sees it, only the person who’s it’s post got removed.

It's technically not an ad, it's what subreddit mods has setup to send. You'll probably have to talk to mods to send your service as recommended. They'll probably charge you for this. It's reddit so beware of mods cause if you ask too many mods they could ban you domain lol
