Facebook offers don't seem to work anymore and I want to narrow down what the problem is.

Before you answer the questions, could you log-in to the account which is an admin to the Facebook page.

    • Click on "Advertising" in the top right hand drop-down menu.

    • Click "Create an Ad"

    • Click "Offer Claims"

    Do you get this error?

After you've finished, could you answer for me the following questions, I would be extremely grateful!

    1. How old is your Facebook account?
    2. How old is the Facebook page in question?
    3. How many likes are on this Facebook page?
    4. Have you paid for any Facebook ads on this account?

And anyone can add to the discussion any other details you think maybe relevant as to why people are receiving this error.

Same Issue Just submit an appeal for and see what they responds. My accounts are 3+ Years old and have 300k+ likes but have some restricted pages in it as well .It could be because of this issue.I never paid for fb ad with this account or for this page promotions.

If you have a fresh account and see if you can claim an offer.
Why can't I create an offer for my Facebook Page?

To create an offer, you must be a manager or content creator of that Page. Also, you can only create an offer if at least 50 people have liked your Page.
Keep in mind that offers may be limited on some Pages. If you can't create an offer, you may be able to submit an appeal.

Facebook offers got abused by many pages owners, due it's high reach like +600% of normal reach that other posts get.
facebook had no way to force you paying or completing the Ad process for that offer you made on page. and people took advantage of it.
Facebook shut down many pages that used "offers " and didn't pay for any.
    i lost a page with 900 k likes :3 and other pages with 300 k etc.

so the answer is Yes it's stopped unless you are a serious fb advertiser and that depends on your lifetime spending on fb ads.

It still seems to be working on one of my pages though and I am by no means a serious advertiser.

Lot of you did not read what OP was saying. He says he can't create Offers in the Ad Manager.

OP, you should try creating Offer Claims from your page and then creating an ad for that Offer.
