You ask several questions that will be hard to answer (completely) in a short discussion. I'll give it a try though and hope that it helps a little. You probably will need to do some more reading to make sure you understand.

1.) I am not exactly sure what you are asking, so I'll answer two ways. If you are talking about "posting" (a post) to YOUR blog, then you probably do not need to ping it. It probably is pinged automatically (Wordpress does this for you if you are using that.) If you are talking about posting a comment (to a post already written) on someone else's blog, then you can ping it (it won't hurt and it may help). If it is a popular blog/post, it will probably get spidered again soon anyway, but pinging it will speed the process up. If you do want to ping a site, there are several free services that you can use online (pingomatic.com, pinggoat.com, etc) to ping a site.

2.) If you have a blog, it already has an RSS feed...you just need to find it. If you are using Wordpress, the standard feed URL is www.sitename.com/feed. You do not need to "build" a feed. The blog should already be doing that for you. You can take this feed URL and submit it to RSS aggregators (either manually or with a tool like RSSBot).

Hope this clears some of this up for you.
