[ASK] Should I go for this domain?

I want to get some high PR domains, I was browsing through some websites like justdropped and found a cheap pr2 site, I checked the PR and it seems to be valid. The problem is that is the name of a gobernment entity in another country. Should I buy it? Can that gobernment entity go after my a$$ and hunt me down for the name although im not from their country? Or I should I wait for another oportunity?
