I am doing SEO now. I'm newbie. Is it OK to put my links on many .edu or .gov but those .edu or .gov sites have nofollow attributes? Will SE (Google) count it as a good baclink? Will I get a good position in SERP? Thx b4.

Question doesnt really make sense?

If there is a blog post and you can comment then surely its ok to post.

How relevant that post is though with it being no follow is a different story. Technically speaking yes its worth making a post there as other search engines will pick it up and its edu or gov.
 
Its fine but try to get relevant backlinks with anchor text.
 
It won't hurt you but it's a waste of time. Google blanks nofollow links. The nofollow tag tells Google that a link is user generated and therefore cannot be trusted as a genuine vote for your website. As Google has a serious problem with link spam, there is every reason to be sure that nofollow links carry no weight in Google - the only search engine that can provide worthwhile volumes of traffic.
