I guess it depends on the age of the website. If a site has been around for a while and is popular I could see it getting that many with no problem. The question is are they 1800 good links or spam links?
Yes niv78 is right it all depends on how long the site has been around. I would do a search on the domain to find out when it was registered & then decide if it's link farmed.

Wait, you see "internal" links and you're concerned about it being a link farm? I may be missing something, but generally internal links are used to pass link juice within a site (ergo, not link farming out to 3rd party sites)
I looked in Yahoo and see 124K total links and 78K when I exclude internal links ("except from this domain" option). So there are actually like 46K internal links.
But anyway, as jagrmeister721 pointed out, those links by definition CANNOT be from a link farm, because they're internal. So I'm a bit puzzled by all this.
