Article Submission: How to submit to those sites?

I've noticed that one of my competitor is submitting articles to sites like these:

- dandelionbooks(.)net
- pantspress(.)net
- art777(.)org

But I can't see how to submit my articles, there's no submit page or anything. So I guess it must be some kind of automated tool...

Anybody know how to submit to those sites (what tool he might be using)?

Maybe the blogs are part of a link network. his or one like linkvana or seolinkvine.

dandelionbooks I think they write to webmaster and send them article they post article on the site I'm not sure i also could nto found the submit way.. other 2 may same

all those site have no page rank so they are a waste of time..
