To verify and confirm your paypal? Well, I have an alternative for you. All it will really cost you is like 28 dollars(you will keep 25 dollars of it) and time....
How many of you have seen those prepay walmart cards? Well, you can verify and confirm your paypal with them, and use it kinda like a bank account.. LOL... So heres what you do:
Get one of those cards... It is like 20 or 25 for the minimum you can put on it plus 3 to put the money on the card itself. You have to register online and wait for your personalized card to come in (7-10 business days)
Now to do the stuff with the paypal. It will say to confirm the card it will take 1.95 out of the account but will replace it when its confirmed... So you have to wait like 7 days for the code to show up, (yes it takes time)
Then you input the code and voila, one of the limits is lifted... As for the next one, you have to have the routing number for the card..... To find this you have to go into the login page of the card, log in (obviously), hover over add funds, click direct deposit, scroll down the page and click get started... This will open a new window where you can see the account number and routing number...
You keep this window open and you put that information in on the confirm bank account stuff. It will then say that it has put in money and it will take 2-3 business days... Really, just try for 5 days. It should be in there by then.... Put in the deposited amounts and voila! You are confirmed and verified, thus lifting all your limits.
P.S.- I suggest on the cards, if you are doing legitimate work, go for the premier account or whatever and use your real name on both the paypal and the prepay card. That way you can confirm your identity by ssn, if you are in the us.
