If you want a real bargain try out forums as suggested. Flippa is a marketplace where professionals list their sites, they know the true value of their website and then probably inflate that a bit prior to listing. Its also important to mention sites with 'traffic' are usually sold and then all links to that site are removed by the seller - leading to no traffic and of course, no sales!
I used to flip websites a lot - my main method was finding a site in the niche I liked, if it hadn't been updated for 3-6 months I assumed the owner was no longer interested, so I got their email through whois and emailed them with an offer within my budget range. I'd say 70% of the time people emailed back accepting the price.
