Are rotating dynamic IP's safer for hosting a PBN network then fixed IP's?

Are rotating dynamic IP's safer for hosting a PBN network then fixed IP's?

When you make a PBN network, you want to look like you are hosting real sites. And real sites have fixed IP (the IP of a real site rarely changes, but this can happen on occasion if the hosting company makes some changes to its servers.).

 

To my knowledge, I do not think there are any hosting solutions that would have a dynamic IP for its primary hosting server.

These IP addresses must be registered with an appropriate DNS in order to be able to be pointed to, when a request is submitted by a web surfer, their request would be referred to the DNS table for the domain's associated IP address, and only then, they will be pointed to the right hosting server, that will fulfill their request respectively.

Imagine if you have a rotating IP for the hosting server, updating a single IP from the dynamic hosting IP may take up to 48 hours - I doubt there is such a hosting solution, as it is impossible to implement.
