Are non-niche related and links from site of other languages safe?
Lets say that I have a hindi site about green energy.
    1. Is it safe to make backlinks from sites that are in English?
    2. what is the backlinks come from a site about health ?

Definitely fine, it's more about the bigger image. If most of your overall backlinks come from unrelated foreign language sites, maybe even with non-foreign anchors, you are waving a huge red flag. So, if you want to stay on the safe side, don't overdo it.

Also keep in mind that backlinks are geo signal, so your Hindi site may end up with "translate this page" in the SERPs of Google India, even if it's 100% Hindi, tagged as Hindi in the metas, because of the english backlinks. Extreme case, but it can happen.

Yes they are fine, and its indeed difficult to not be able to relate vastly different keywords.

In the long-term, these are pretty far from safe. It really depends on the content surrounding the link, and what kind of other sites they are linking out to.

It's not no much the language of the site as the quality. It doesn't HAVE to be niche specific, but it should be placed with some relevancy, otherwise it will surely look spammy. I pretend as if Google will manually review every link I place, this way there is no room for error with big clients or my own site's that are meant for the long haul.

In moderation they are safe. The concept of 'safe' in seo boils down to what looks natural to a Google spam fighter or algorithm. Is it natural to for a small percentage of links to come from foreign language sites? Yes. Is it natural for these links to have English non-brand anchor text I an otherwise foreign language body of content? No.
