I see a lot of people offering 100+ .edu and.gov backlinks where the majority of them, if not all, are nofollow. So my question is purchasing these packets and/or looking for high PR nofollow backlinks even worth the effort/price?

Yes, they are still worth the effort. Technically, ALL links are worth the effort, but edu and gov links carry more weight.

They don't carry as much weight as they once did before the panda update, but I think google caught on that everyone was finding ways to spam edu and gov domains and lowered how much they carry.

I thought panda was only a content update or have I just read it wrong?

They are still worth it for sure. You want your link profile to look as natural as possible. This means you must have some no-follow links. No natural site on the internet will have all do follow links with non brand keyword anchor text :)

As long as you have to mix in some no-follow links, they might as well be .edu and .gov.
