Most seo strategies will include a majority of PR0 links to appear natural.

PR0 links are the most natural links, but this is what I have come to know.

If your backlink websites are relevant, you can have as many high PR backlinks as you want and it will still look
natural, and if the websites are not relevant, high pr will make it look unnatural.

Since high pr can look unnatural, how would relevant high pr look in googles eyes?

    You are overthinking it.

I will take tons of relevant high pr links all day long and Google will love your site too.

What do you mean by natural links here?
P.s- High pr links coming from legit sites would not hurt your website, never. Whether it is relevant or irrelevant. I hope i got your point and replied to your query.
