From what I understand, Googles no longer has a "Duplicate Content Penalty" instead duplicate content simply isn't show in the search results. Does that mean that any links in the duplicate content are completely ignored, or devalued as far as the backlink profile of the site they are linking to? An example would be an article that might be published on two or three major industry websites. Are only the links from the first website GoogleBot discovers the article on counted or are all the links counted and you just won't see the article itself come up in search results for the second and third website

the best answer I could give you is no it does not hold value. I believe if they aren't indexing it in Google itself, it would not be weighted or in the database. This is my thesis.
What about using the canonical tag?

To the contrary, I've been doing a 3 month JV SEO case study, using a mix of unique content or reused content (press releases, article directories) on web 2.0 pages. So far, I've ranked the main kw for the money site to page 1, and a second one has broken into page 2.
The duplicate content did not hinder the ability of the kws to rank, so it is disproving the myths that the content has no value. I have consistently used properties with pre-existing high PA/DA, so perhaps that is the key factor, but the dupe content has not been found to be a drag on ranking the kws.

Everything in SEO is counts, It could be in positive way or negative way.
Links on duplicate content still has some value.
Here can be chance, I published an article you have published it on your website giving a source backlinks to my website. So, here my website will have value, of course. Because content was so useful that people liking to use this on their website.
But if you simply copy, paste the work, you would't have any success.
