I am searching keywords for my adsense site and I have found some that are around 6$ CPR and the first google page has sites with 0-4PR pages but many of them are not that exact keyword, many are yahoo answers etc. But the first 3 results are also ads and there are tons of adds on the right side also. I was thinking is it worth it to build a site for these keywords bc if a person searches the keyword the google results are all ads and he/she might not even scroll down to see other searches.

What is your opinion, is it worth it or not?

A keyword with high adwords competition and $6 CPC seems to be good. What about the exact search count?

the keywords are between 800 and 1900. The question is: if there is already so many ads in the search results then the person searching for a solution might not even scroll down to see the results at all?

On the flipside, if there are that many people bidding for that keyword it is probably a lot easier to monetize it.

You should be looking all the time for sites that have high Adwords competition but little SEO competition. It's a niche with money that is easier to SEO for.

Assuming the keyword volume is decent (although 800 is on the lower side) I'd say go for it.

Adwords takes skill, anyone can learn adwords and make money with it. But it will likely take some time and a lot of dedication.
