Are email mass senders legal?

Are you legally allowed to use these senders?
What happens ? Just the service bans you? or sues you?

So, should you use them on a VPS?
 
Well in most countries spam is illegal by law since 2003 with the Can-Spam legislation.

The nature of the product makes it very hard to actually get someone convicted for spam though. Most reroute their traffic through countries that don't give a ****. It's a cat and mouse game.

Global spam filters are doing a terrific job in catching most spam, but definitely not all!

In general, the sending IP and used domain would get blacklisted preventing any email from those 2 to ever reach an inbox ever again unless you go through some stupidly difficult buraucratic process :D

So sending IP would not work with that 1 service, or every service?
 
You are allowed to send out mass email as long as you comply with the Law.

But, if i only contact them once, is it considered spam? Do i comply with Can Spam Act, even if it's just 1 time im sending. Not spamming.
So they dont have to opt out.

Nope, Can Spam is about unsollicited mail. In short: if they didn't ask for it, you're not allowed to send it.
 
As the old saying goes, if you ask are you allowed to, than no.

Ok, but if it's there business email? technically there asking for all business inquires to that email? So technically they asked for it?

Also, what if it's just a company's email like a web design company, can I email and say hey can I pass out flyers for your web design?

It isn't bulk.

If they signed up with you, no matter how many there are? It's fine.
Likewise in some cases spending one email with an opt out link at the bottom is ok as well (this depends on individual countries rules)

Doing this now and then you are uber unlikely to get caught.
Watch out for email lists you buy to use a certain number of times though. They often contain some "red flag" emails that send directly to whoever owns the list. Often many of them mixed in with the million or so emails you buy (maybe 500) and if they receive email to these addresses, they know their list is being used and in some cases, if they set up unique flag email every time they sell the list (and some list providers do) they know exactly who is doing it, or at least responsible for it.
