Are affiliate programs still considered affiliate if you have to pay for it?

I am joining an affiliate program that requires upfront cost. Does that still count as an affiliate program or does affiliate specifically means free? I hope that makes sense.

It most likely means they make their money from up front costs and not affiliates pushing their product.

There are exceptions to every rule and I know of a paid forum that only lets members be affiliates, but they're perfectly legit.

But 99% of the time any "affiliate program" that wants you to pay for the privilege of sending traffic is shady.

That's a bit like me applying for a sales job and I'm told I have to pay them up front fees for the privilege of getting them new clients.
