I'm just practicing Illustrator from 1 year for my projects (they're as much pretty as secretive tough) and I pretty much feel to have da skills. Tough I guess no one is so sick to pay 100$/h for a random guy without portfolio I suggest you to learn it yourself. Probably you have better ways to spend your time, but don't undervalue the power of being able to bake out some pretty design in a short time. I think it's well worth learning (Assuming you've got any graphic design taste at all).

Anyway, the best places to look for a UI app designer are def Behance and Dribbble. Just check branding and UI. You'll find SO many talented designers. 1000000x times better than a freelance website or an agency.
