How can I see hotter smaller channels? Like a channel with 30 subs that gained 500k views on a video this week. Is there a tool like this?

You can technically do all of this on Social Blade it's a website that shows almost all of a channel's stats. It is a very popular website and almost everybody knows about it. Just select a channel you think fits into this category and search about it on Social Blade and you'll be shown all of the information that you need.

It doesn’t show trending smaller channels

It’s almost there but it doesn’t have an option to filter by small subscriber count to see a recent viral video
 
Socialblade might not help here as the channel is relatively small. But VidIQ should let you to do that, you can probably connect with their support to confirm. Also, they provide a free version.

Well, yes, it's not convenient to search. Here it is more convenient to look for small channels with high views: (free) videostat.pw/top-video
I use a special YouTube Parser program myself. I'm just collecting channels (in a list of several thousand) that were created a few days ago and sorting them by views, subscribers. And only then I look at what videos they use, formats, methods of promotion. I draw conclusions and use the best options, learning from those who succeeded.
