Fake PR isn't always bad or deliberate. Lots of times companies will buy multiple domains or misspellings and have them mirror the main site.

To get rid of the fake PR just resubmit to Google. Ping the domain, submit bookmarks, RSS feeds, etc and you should have the PR fixed in time.

But seriously, why is it an issue?

well I thought from reading around the forums that there is a cloaking or redirection code of some sort that creates the Fake PR also that google highly penalizes Fake PR sites ?

A LOT of time the fake PR is accidental or unintentional. I have several I purchased from owners who had NO ideas they were performing incorrect redirects to their main sites. It happens.
