I am starting an offline business, but will eventually start selling online as well.

there is a real brandable domain name I want, but its premium and $1200 are there ever any discount codes or anything to get them cheaper?

You have to negotiate with the owner or get a domain broker to negotiate for you.

Is the whois data public? Just because it is for sale through GoDaddy does not mean GoDaddy owns it. Your best bet is to contact the seller directly.

You need to get the Whois admin email and email them (or get the whois admin phone number and call them). First I'd see how long they have owned the domain. And also check historical domain sales to see if the domain had sold in the public aftermarket before (when and for how much).
You need to convince the domain owner that what you are offering is the best they will get and taking your offer today is better than waiting years for a higher offer that most likely will not come.
