I was wondering, does the payoneer mastercard have the owner's name written on the magnetic-stripe or not? I could check it if I had a reader but I don't.
The main reason is that I don't want the atm and the local financial monitoring systems pick me up if go and withdraw 5k each week.

It follows IATA and ABA standards so there is name written on track 1 but the catch is that most of the ATMs read only the Track 2 which doesn't include name.
The name won't hurt you unless you have unique front- and lastname combination, like I do and I live in one of the most strict countries. :(
You can try to destroy the track 1 which is 2.79 mm wide, which includes the name. You can remove it physically with some high precision tools or use a magnetstripe writer to erase it. You can obtain a writer for $200 or less.
