Anyone using PayPal cloaking method ?

I have a SMM site which I am using with my German paypal, it’s very old and legit but the issue is the taxes. I bought a new PayPal but from another country and it’s new. If I use it with smm it’ll get banned instantly. So I am thinking to cloak it with a white hat site (seo offer , logo design and stuff) does this work?
 
Yes, you need to present a safe site that Paypal reviewers will be visiting, If you know the geo they will be visiting from it's also a big plus for successful cloaking since there may be manual reviews which many times cannot be avoided with simple cloaking.
