Weebly is the only no-index that I know of. If you are talking about your t2 and t3 then yes, it's practically impossible to index them now.

Do more links, if you are using parasites as money sites, 200 links ain't gonna cut it, you need more power.

200 GSA verified links are nothing, they should be at least 5000 then you expect 100 links to be indexed within week or two without using indexing services.

In GSA, specially the indexing of tier 1 links, your main focus must be

    Article
    Forums
    Blog Comments
    Social Bookmarks
    Social Networks

Remaining all of them are just garbage with almost 0 indexing rate.

Also, submit your main web 2.0s with different indexes, if you don't have any subscription, send me your list of tier 1 links I'll submit them in different paid indexers for you.

You are for sure doing something wrong. Even my low quality content web2.0s got indexed in aprox 48 hours. There is no actual timeframe for this but all of my web 2.0s get indexed eventually and without doin any actual gsa ser spam on them.

It differs from site to site. Some web 2.0 are pretty difficult to index now, you need to focus on quality (no spun gibberish), otherwise you are just wasting time with building them. At least that's my experience, and if you use them as money sites makes no difference.

Building 2nd tier links won't make any difference too... Focus on making your web 2.0 look like legitimate website, with navigation, interlinking, outbound links, everything. Then you won't need to worry about indexing them.

Of course building tier 2 links will index these properties web 2.0 properties. I add web 2.0s to google via their submit url tool and that usually gets these indexed pretty quickly.
