They speak English better than a lot of English.
Like any country they embrace visitors, just follow the rules and don't break the law.
Respect their culture and you'll be fine.

- Gold Souk is your place as I can see you are planning for Jewellery shop
- Stay in Al Ras, a few minutes away from the Place but there is a Metro after Every 5 Minutes.
- Everyone Speaks English Almost All. Except a Few Old Arab People but that's very Rare in that case they definitely have a persona around them to translate.
- If you are planning for a Gold Shop Dubai is the Place. You can try Abu Dhabi Electra Steed but the Visitors a Bit Dry Specially for Gold Shopping. Anyone lands in UAE when ask the Taxi Guy that they want to Buy gold they take them to gold souk without a question so that's the place you are looking for.
- Just to Visit Ras Al Khaima and Abu Dhabi is also fine but for Business / Gold Shops Business I prefer Dubai without a Question.
