I agree with you that the effectiveness of ad-blocking largely depends on the country you reside in. However, efforts are being made to collaborate with various browsers to prevent ad-blocker plugins from working. In my opinion, this will be an ongoing struggle without a clear resolution.

Are these ad block blockers 100 % effective? Still can work in 3rd world countries where people do not have much technical knowledge.

On own of my channels, RPM had increased a lot. It is related to real estate news.

I have seen decrease in RPM actually. Can be because there are less advertisers.
