I've tried nearly everything i could think of:

    1. ".nocomments{display:none;}! " from CSS
    2. I have removed the 'comments.php' file
    3. I have removed the 'home-comments.php' file

In side of the settings=>discussions settings doesn't actually have a simple 'disable comments' feature, so i'm not entirely certain that all options for disabling comments have been set or not, although I believe so. (see screenshot)

Still seeing "no comments" besides each post.

    Thanks

I use pinboard for one of my sites but I've never encountered this problem. You could try going to posts, then selecting all posts and doing a bulk edit from which you can go to the comments field and select "do not allow." I have mine set up as such and there is no "no comment" text showing whatsoever. Also you might want to reinstall theme if you deleted some php or altered css to get a fresh start.
