Have done it a few times however it doesn't effect the rankings. Be better off putting your focus else where. However if you really want the rankings then here is what you want to be doing.

Pay off some people using Android Devices. Have them use latitude to set their location to where you want and "check in" at your place. The check in's at a place do effect the positions in terms of places as it shows activity. Then have them review your place.

As they have checked in with latitude Google will allow the review with little or no moderation, never seen a review get blocked that was done in that process.

Again unless you really really need the places reviews focus else where. If Google is giving you a hard time try a website like qype (for London) as Google use their reviews. So look around your area on Google maps and zoom into small building and click on their information to see who provided it. Then sign up to them sites and review your place, thus getting into Google without their own moderators viewing it.

The only time I have done it is when the business has no citations or reviews. I set up a couple of citations with reviews just to "get the ball rolling". I then get the business to encourage customer reviews. I would not rely on false reviews, that can only work possibly short term.
