You only need a few links with the proper anchor text, no need to blast 40K blogs. You can do a press release for your site to help a little with backlinks, if you article gets syndicated, for $30. You need both do follow and no follow links from closely (industry) related websites. Proper on page seo is really just an image with the keywork name or alt text with keyword, emd if possible, keyphrase in H1 and in paragraph once.

    Start there.

For a site I have done few high pr form links, a few web 2.0 profile links, 5 hand written blogs and directory submission is it enough for a month old site.

I wrote a guide. You can download it here: An Introduction To Yellow Hat SEO

To recover a penalised site, fix the site, remove spam backlinks and wait for the next refresh. To rank a new site, there are 'n' number of strategies. It depends, which strategy you want to adopt.

While the noise of Hummingbird and P2.1 is still ongoing (Mozcast is still way up on the 400 day average) no-one can make absolute predictions of what works.
But we can rule out what doesn't and make a few educated guesses

Is a content based strategy that uses most of the new axioms of effective SEO. White Hat? I don't like the phrase, in fact it's completely meaningless.
Real white hat is "Build a site..... leave it"
My ethos is Blue Hat - which just means "Effective in the long term" - and no- it's not my phrase, it was a phrase invented within days of the phrases White Hat and Black Hat being applied to SEO (from the Wild west world of the "goody" wearing a "white hat" and the baddy wearing a black one. Think Gary Cooper - if you're old enough)
