the site comes first if .co.in domain plus keywords

it dont have major backlinks
no major efforts for seo
thin content

then how this site is top in search?

No effort on content? Dude, that's a forum. There's literally more content that you will ever make in your life.
 
mahawebhosting, firstly the website is getting 20K traffic and 75% from search networks (according to SimilarWeb). Secondly, 97% traffic from India, Thirdly it is a forum (which gets chunks of unique content and discussions), Fourth an exact match domain for the keyword 'marathi kavita'.

This all ADDS up mate.

It's not a penalty... It's a filter.

1) Getting traffic as the forum website is ranking for multiple keywords
2) In this case, its an Indian website and relevant people are accessing the website with interest in 'marathi kavita', although local domain extension (.in) gives a little boos in rankings
3) No MAN, stop right there! both aspects have their own SEO benefits
4) EMD applies to those who spam the meaning of EMD and in this case, Forum is an EMD about 'marathi kavita', which makes sense

P.S. Stop reading about Google updates, you will never rank.
