AdSense does have pretty low rates among other ad networks, what you see there is normal for AdSense.
What is your main traffic GEO? Are you using any other networks and running ad server to monetize traffic or you just using AdSense?

There are many ways to increase CTR. Try follow:
- Change an adv provider.
- Change an adv position.
- Add a text "Advertising helps site".
- Change an adv format (text, banner, gif).
- Filter an adv to be relevant your visitors.

At first, you have to look at the CPC rate of your keywords. Income will be less when your CPC is low. But if your CPC is good you can insert ads code on your article above, middle and below.
