Hi
I have one dilemma - my country is in the list of Payapl, when you can't receive funds by paypal. So, is it possible somehow to make paypal account for receiving payments in my case? May be with using ATM cards?

you mean countries like albania right ? you have any way to receive founds under such type of accounts , thing is good only one you can create account's where you wish .... move few kilometers on the north and make it under romania you will be fine ...

No, you can't create a PayPal with the address of the country which is not on the paypal list. And if you create a PayPal with wrong address and due to some reason PayPal limit your account and will ask for id proofs then again you will be in trouble.
