I created some animated text that shows the site with a subtitle using after effects.

The target audience is mothers, but I am not sure if it would be
better to show the animated text at the beginning or end of the video.

I think it depends on the message and how it looks. Normally I would say at the beginning because not all of the viewers are going to watch the video to the end.

Very excellent strategy. You can A/B split-test this pretty easily and see what works better for any particular niche. So just make the same video with the two variations, and compare the results. Don't be afraid to take the testing further and start comparing actual CTAs side-by-side as well once you identify the best placement location in the videos.

Why not both the beginning and the end if you keep the clip short?

my videos are only about 30 seconds long and the trailer is about 6 seconds. would having 12 seconds of trailer be too much for 30 seconds of video ?

Yes I think it's too long for a 30 seconds clip. I would just put it at the end. The reason for this is that while not everyone will watch to the end ... although they should be only 30 seconds of video ... those that do watch to the end are likely more motivated than those who simply close the video. Which of these prospects do you think you will have a better chance converting into a lead or a sale?

So with the intro slide you might get this type of person(low motivation types who would likely close the video before 30 seconds is completed) into your funnels, but who knows how well they would convert as compared to those watching the full video and only seeing an outro.

I don't think there is any problem to add animated message at beginning and end.
It'll look fine and attractive, according to my vision. The decision depends on your mind.
I think you have to add.

Is there a software where you can create cartoon character in a video?
