Android app for rotating hotspot?

I'm trying to figure out the cheapest way to roll my own mobile proxy. I only need one 'port', so I can do it with a spare android phone and one SIM card. I just don't know about how to automate the process.. is there an Android app that let's me setup a proxy service through the phone, and that allows for some way of automating IP rotation (by disconnecting and reconnecting the hotspot)?
 
There's a few out online. While I don't personally recommend any of these as I've not used or tried them before, here are some of the free available ones I could find:

Not sure about an app that does the later specifically. You might want to consider a custom app for it if there isn't one available.

Hey did you have any luck with this?
Thinking of trying a similar thing.
 
All the automation apps to activate/deactivate airplane mode to get a new IP won't work because android doesnt allow to do this anymore. I think it is still possible with old phones running old android versions.
If you want to do it with a modern phone it has to be rooted.
Other than that I don't see any other solution.
 
No, check ui automation tools, like autoclickers, tasker, automate it, macrodroid, etc. They operate with the screen, do taps and swipes.
