    I was just wondering if the anchor text over optimization is it done on a domain basis or a subdirectory basis?

    An Example:
    www.domain.com -> Geotarget US
    www.domain.com/ca -> Geotarget CA
    www.domain.com/br -> Geotarget BR

    Would I receive a partial manual penalty if I over optimize the anchor text for the subdirectory www.domain.com/ca?

    The penalty would be domain wide and the anchor text ratio would be domain wide as well. If you get slapped by Penguin, you can recover your site by 301ing it to a new domain. I suggest using the same domain name as before but a different tld e.g. yoursite.com to yoursite.net. The penalty won't pass through the 301 ;)

    You can try and use a double 301 for a thin content penalty. This works, but not 100% of the time.

    Don't think this is applicable. Content is different from subdirectories to subdirectories. And if I do a double 301 I lose geographical targeting.

    penalty will be done to all of your domains in the same wmt account if you are using the blackhat method to rank, so dont put all of your domains in one account

    The main reason I have my doubts on a domain wide penalty is that a big established player that has lots of backlinks on its root domain could easily outrank geographically by doing exact anchor match on its subdirectories.

    But I don't see this happening oftenly
