Which country are you from? I know you can buy adsense account but I don't know if they work or not.

I have had less than that on many sites before optimizing. 1% is generally considered low. Again, it depends on a lot of things, mainly your niche, traffic source,layouts,ad placement etc.
According to google, average ctr is 2%, I read it somewhere.
You need to do a lot of testing to increase your ctr. But consult people with a lot of adsense experience, they are usually give some quick tip that should see an increase in ctr.
