The behavior which OP describes is the result of an account review. At least, we call this an account review. I've never seen a message that says 'account review'.If there is an account review, the message will be mentioning the words "account review". If it is a keyword under review, it will mention the words "this keyword is under review".
The message "Ad isn't showing now" (for the keyword), means it is NOT an account review.
It means that the ad with that keyword, is LIVE .... If campaign was setup in the last 48 hours, wait another 24 to 48 hours to see if there are impressions & clicks, if no impressions & clicks or low impressions & clicks, then next, check the ads / keywords https://support.google.com/google-ads/answer/2472742?sjid=17554996638595047441-AP and you may have to increase keyword bids (and also perhaps increase daily budget if applicable, to support keyword bids). However, under no circumstances should you contact Google Ads support, they will guide you to screw up your campaign and they will convince you to grant them access to your Google Ads account and if you do so, they will screw up your Google Ads account.
