Let's say someone did a cover of a song and put it up on youtube under creative commons.
They have included a free download link to the song.

What I plan to do since it is in creative commons is to reupload the video on my channel and rank it. I'll also include a download link to the cover but I'll content lock it. The file itself will also be on my money site/blog as a means of getting more traffic too.
On the video description, I'll link back to the original owner's channel so they won't be too pissed off about me reusing their videos and monetizing off their work.

Should I continue with this? Are there any big risks?
    Thanks!

I dont see why you would have any issues considering your using creative commons content.

with creative commons it should be fine.. well, yes the guy making money from those videos could get pissed off at some time, but thats all..

if you gonna download and reupload the videos, make sure to add/edit/delete some frames otherwise it will be a duplicate movie and you might find it harder to rank..
