Am I allowed to charge-back for this?

    Okay, so I bought a web 2.0 list (I know I could've easily gotten this for free) for roughly $19. I only bought this though because it came with the promise of "hands-on" help to teach me whether or not I was doing it right or not but I never received this help. I was sent the list, but did not receive the assistance. I sent the money through PayPal as a "service", so am I allowed to charge this back? Also, what I'm wondering, is that is it legal for me to? My PayPal is from Singapore which has been verified by VCC but I live in the U.S and am not even from Singapore. Any suggestions? I just want to know whether or not I can just charge-back without repercussions.

    Before charging back i would rether try contact the service provider, and ask for the help he promissed

    I did, but I was ignored. I was just wondering if this continues am I allowed to charge-back for this even though my PayPal is from a completely different country I have no relations to.

    Easiest thing is to call Paypal. Get them on the phone and explain how the service wasn't delivered. If you're planning to chargeback the transaction from your credit card that's an entirely different situation. You could lose your Paypal account if you do that too often.

    This transaction was from PayPal balance and I have never charged back on this account yet.

    Give the guy time to respond.....

    Selling something for $19 and offering hands on help is a bit of a joke. How can this guy even make money doing this?

    Anyways, give him totime to respond. But the real question is, is it right to chargeback for that reason? It sounds like you bought a list and want someone to hold your hand when creating web 2.0's..

    it's not rocket science. if you have hte urls, it should be easy to do.
