I have a client with a couple of competing 15 year old stores that each have about 20K monthly searches. Is it ok to bid on their trademaked names?

It can't hurt to try. Sometimes google allows it, sometimes not. In the case of a local establishment, I would be surprised if it wasn't allowed.

You can bid on competitor or brand name, but you cannot use them in your Ad. This is more or less same as per both Adword and Adcenter TOS. For more detailed info or trying this out yourself, I suggest you read this excellent article on the subject:

What beazt says is true. Use it to pitch why your store is better then theirs. We do the same (as they do it to us).

Depends if the offer allows it.
