Altering the content of an already existing YouTube video

Hello guys I have a question related to YouTube copyright system

Is it possible to avoid YouTube Strick by changing the pitch of voice of a speaker and adding background effects while the content of the speaker (just the voice with an image) already existe in another YouTube channel?
 
There's plenty of vaporwave music videos which is just pitch and background effects changes and they don't get banned.

Any editor with pitch modulation should be able to do that.
Kinemaster, for instance.
 
Vaporwave music videos are a new trend that have recently taken over YouTube.
These types of videos don't get banned because they're just pitch and background effects changes, but rather the lack of vocals in them.
