    I get the feeling that the talk of white hat SEO is not right. Can someone offer a clue as to an overarching theory of what Google wants, and the kind of websites or pages they will always reward. I am trying to get a non-SEO perspective on this.

    Google really just wants you to create high quality content, stay active on social networks and hope other people link into you. Anything that involves you going out into the world and getting links back to your site is a shade of grey.

    They want to monetize their SE, that means moving you to a play to pay model as least for competitive, revenue driving keywords.

    You want to talk about non-seo techniques for getting high rank of your website. So Google webmaster tool is best for this regard and delivering 100% results which you are expecting.

    Feed your website with content and it will grow and ranking will be getting better and better.
    Just like you feed a baby, feed it daily and it will grow....

    At this point in the game I don't think Google cares much about user websites. They want to increase their profit with PPC ads, promote their own websites, Youtube, Blogger, Chrome, etc. and stay as the top leader in search. There are just to many websites for Google to actively police the web and I think that you have to really do something wrong to get a manual penalty.

    Because if you honestly create a website that Google wants, is 100%"White hat" has great content and easy to use. Guess what, your website won't rank for anything and no traffic will come to it!
