I just bought a AdBlock/Content for my iPhone an app called Crystal. From what I've seen all the content blockers are paid apps starting at $0.99. To answer the OPs question, yes anyone using any kind of online advertising who receives mobile traffic will start to lose revenue. I believe the content blockers also block tracking sites as well so you may also lose the ability to track a certain percentage of your online visitors.

Content Blockers are not automatically installed with iOS9. They simply became an available option to Safari browser users.
