Affiliate network that's cheap to join for advertisers

Does anyone know of an affiliate program that has low registration/setup fees, if I wanted to register with them as an advertiser? I have looked at Share-A-Sale, which is $650 to join ($550 registration fee + $100 deposit), and I think it's a good deal, but just wanted to know whether there any any cheaper ones available. My business is in IT services field, so looking for networks that accept this kind of advertisers.

the top 3 affiliate network are CJ,linkshare and share-a-sale.
i have registed for SAS as a advertiser last month,but they disapove my apply,and no specific reason,my site is a retailer web shop of game cd keys,i think maybe the site type is not allowed by SAS.
