Currently FB is limited by a 10% threshold account policy, if you wait to break the threshold it will take a lot of time, I think you should find nolimit accounts.

You should place ads from low to high. Because when you first start a business, the cost of Facebook advertising is certainly not large. You just go slowly step by step. Mainly test the elements: content, images, products... If you see the effectiveness, then it is not too late to increase the budget later.
